In 1999 the Township of Hardyston and the Borough of Franklin established a joint Community Development Department. The Department is responsible for the administration of the Hardyston and Franklin Planning Boards, Zoning Boards of Adjustment and Economic Development Commissions. In addition the Department administers the Hardyston/Franklin Small Cities Community Development Grant program - a housing loan program available to low and moderate income residents in the two communities. In 2001 the Department will also begin administering Sparta Township's housing rehabilitation program.
