MINUTES OF THE HARDYSTON TOWNSHIP COUNCIL REORGANIZATION MEETING HELD ON JANUARY 1, 2000

The meeting was called to order by Mayor Hamilton at 12:00 p.m. with the opening statement that the meeting had been duly advertised and met all the requirements of the sunshine Law. Also present were: Councilman Ross, Councilman Lasinski, Councilman Kievit, Councilman Worflar, Manager John Eskilson, Attorney Kevin Kelly and Clerk Louanne Cular.

SALUTE THE FLAG:

STATEMENT OF DETERMINATION: Municipal Clerk Louanne Cular, read the statement of determination for Councilman Kenneth Kievit and Councilwoman Leslie Hamilton.

OATH OF OFFICE: Municipal Clerk Louanne Cular issued the oath of office to Councilman Kievit and Councilwoman Hamlton.

2000 APOINTMENTS - ALL ONE YEAR TERMS UNLESS SPECIFIED OTHERWISE:

MAYOR - A motion was made by Lasinski to appoint Wayne Ross, seconded by Worflar. All in favor. Motion carried.

DEPUTY MAYOR - A motion was made by Ross to appoint Kenneth Worflar, seconded by Lasinski. All in favor with Kievit abstaining. Motion carried.

ATTORNEY - A motion was made by Kievit to appoint Kevin Kelly, seconded by Hamilton . All in favor. Motion carried.

PROSECUTOR - A motion was made by Hamilton to appoint Anthony Den Uyl, seconded by Kievit. All in favor. Motion carried.

PUBLIC DEFENDER - A motion was made by Kievit to appoint James Sloan, seconded by Hamilton. All in favor. Motion carried.

AUDITOR - A motion was made by Lasinski to appoint Charles Ferraioli, seconded by Hamilton. All in favor. Motion carried.

BOND COUNSEL - A motion was made by Hamilton to appoint Frohling, Hudak & McCarthy, seconded by Kievit. All in favor. Motion carried.

DEPUTY REGISTRAR AND DEPUTY CLERK - A motion was made by Kievit to appoint John Eskilson, seconded by Lasinski. All in favor. Motion carried.

MUNICIPAL JUDGE - A motion was made by Hamilton to appoint Richard Honig to a three year term, seconded by Kievit. All in favor. Motion carried.

EMERGENCY MANAGEMENT COORDINATOR - A motion was made by Kievit to appoint Patrick Coleman to a three year term, seconded by Worflar. All in favor. Motion carried.

MUNICIPAL ENGINEER - A motion was made by Kievit to appoint Robert Guerin to a three year term, seconded by Hamilton. All in favor. Motion carried.

SWCF COMMISSIONER - A motion was made by Hamilton to appoint John Eskilson, seconded by Lasinski. All in favor. Motion carried.

ENVIRONMENTAL ENGINEER - A motion was made by Kievit to appoint Lan Associates, seconded by Lasinski. All in favor. Motion carried.

RISK MANAGEMENT CONSULTANT - A motion was made by Lasinski to appoint the Woodland Group, seconded by Worflar. All in favor with Ross abstaining. Motion carried.

SENIOR CITIZEN COORDINATOR - A motion was made by Kievit to appoint William Wurst, seconded by Worflar. All in favor. Motion carried.

OFFICIAL DEPOSITORIES - A motion was made by Hamilton to appoint: Bank of New York - Sussex County State Bank - Newton Trust Bank - First Union Bank - National Bank of Sussex County - NJ Cash Management Fund, seconded by Kievit. All in favor. Motion carried.

OFFICIAL NEWSPAPERS - A motion was made by Hamilton to appoint: New Jersey Herald - New Jersey Sunday Herald - Alternates- Star Ledger and Advertiser News, seconded by Kievit. All in favor.

208 REPRESENTATIVE. - A motion was made by Kievit to appoint Leslie Hamilton, seconded by Worflar. All in favor. Motion carried.

SWCF SAFETY LOSS PREVENTION REPRESENTATIVE - A motion was made by Kievit to appoint Louanne Cular, seconded by Hamilton. All in favor. Motion carried.

SUSSEX COUNTY ECONOMIC DEVELOPMENT FORUM COMMITTEE REP. - A motion was made by Hamilton to appoint John Eskilson, seconded by Kievit. All in favor. Motion carried.

OFFICIAL HOLIDAYS - A motion was made by Ross to approve the following holidays:

New Years Day Good Friday Independence Day
Columbus Day Veteran's Day Thanksgiving Day
Day After Thanksgiving Christmas Eve Day Christmas Day
President's Day Memorial Day Labor Day

seconded by Lasinski All in favor. Motion carried.

PLANNING BOARD - The following appointments were made:

MAYOR - CLASS I - A motion was made by Kievit to appoint Wayne Ross,
seconded by Lasinski. All in favor. Motion carried.

CLASS 11 - A motion was made by Lasinski to appoint John Eskilson, seconded by Kievit. All in favor. Motion carried.

CLASS III - A motion was made by Ross to appoint Kenneth Worflar, seconded by Lasinski. All in favor with Kievit voting no. Motion carried.

CLASS IV - A motion was made by Lasinski to appoint Randy Roof to a three year term, seconded by Hamilton. All in favor. Motion carried.

CLASS IV - A motion was made by Kievit to appoint Gregg Eisenecker to the unexpired term (12/31/00), seconded by Worflar. All in favor. Motion carried.

ALTERNATE #1 - A motion was made by Kievit to appoint Ed Frisbie to the unexpired term (12/31/00) seconded by Ross. All in favor. Motion carried.

ALTERNATE #2 - This appointment will be carried to the next regular meeting.

ZONING BOARD - The following appointments were made:

FULL MEMBER - A motion was made by Lasinski to appoint David Toye to a four year term, seconded by Kievit. All in favor. Motion carried.

ALTERNATE #2 - A motion was made by Kievit to appoint Candace Leatham to a 2 year term, seconded by Lasinski. All in favor. Motion carried.

MUNICIPAL UTILITIES COMMISSION:
FULL MEMBER - A motion was made by Lasinski to appoint Frank Cicerale to a five year term, seconded by Kievit. All in favor. Motion carried.

ALTERNATE #1 - A motion was made by Hamilton to appoint Candace Leatham to a 5 year term, seconded by Kievit. All in favor. Motion carried.

ALTERNATE #2 - A motion was made by Hamilton to appoint Peter Czacharowski, to the unexpired term (1/31/01), seconded by Kievit. All in favor. Motion carried.

RECREATION CONMTTEE: A motion was made by Worflar to appoint:

MUNICIPAL DRUG ALLIANCE COMMITTEE - These appointments will be tabled until the next regular meeting.

BOARD OF HEALTH - The following appointments were made:

FULL MEMBER - A motion was made by Hamilton to appoint James Armstrong to a three year term, seconded by Worflar. All in favor. Motion carried.

FULL MEMBER - A motion was made by Kievit to appoint Wayne Ricker to a three year term, seconded by Worflar. All in favor. Motion carried.

EMERGENCY MANAGEMENT COUNCIL - A motion was made by Worflar to make the following appointments:

2000 TEMPORARY MUNICIPAL BUDGET - A motion was made by Kievit to approve the 2000 Temporary Municipal Budget, seconded by Worflar. All in favor. Motion carried. A full copy of the budget may be found at the end of these minutes.

PUBLIC PARTICIPATION - The Council opened the meeting to the public and there was discussion on the following items: Wheatsworth Road Park - 2000 Goals - Web Site - Electronic Code Book - Silver Grove Road Bridge - 24 hour town hall and
repaving of Wheatsworth Road.

ADJOURN - A motion was made by Hamilton to adjourn, seconded by Worflar. All in favor. Motion carried.
