MINUTES
OF THE HARDYSTON TOWNSHIP COUNCIL MEETING HELD ON FEBRUARY
6, 2001.
The
meeting was called to order by Mayor Lasinski at 7:00 P.M.
with the opening statement that the meeting had been duly
advertised and met all the requirements of the Sunshine
Law. Also present were: Councilman Kievit, Councilman Ross,
Councilman Armstrong, Councilwoman Hamilton, Councilwoman
Hamilton, Manager John Eskilson and Clerk Louanne Cular.

AN ORDINANCE
TO ACCEPT THE DEDICATION OF CERTAIN STREETS OR PORTIONS
OF STREETS IN THE TOWNSHIP OF HARDYSTON KNOWN AS LAKE STOCKHOLM
TERRACE, GLEN AVENUE, SUMMIT ROAD, HILLSIDE AVENUE, ORCHARD
STREET, NORTHWOODS TRAIL, MAPLE TREE ROAD, MAPLEWOOD LANE
AND FOREST END TRAIL LOCATED AT LAKE STOCKHOLM IN THE TOWNSHIP
OF HARDYSTON, COUNTY OF SUSSEX
WHEREAS,
certain streets or roads in the Township of Hardyston, hereinafter
more particularly described, have been dedicated to public
use by virtue of the filing of certain maps in the Sussex
County Clerk's Office showing said streets, namely: "Map
of Lake Stockholm, Stockholm, Sussex County, N.J.",
Lake Stockholm, Inc., dated March 19, 1928, revised June
28, 1932, W.H. Boardman, Engineer and Land Surveyor, filed
in the Sussex County Clerk's Office as Registered Map #166
and "Map of Maplewood Section of Lake Stockholm, Hardyston

Sussex County, N.J." dated March 1, 1953, Waldo J.
Clark, P.E. and filed in the Sussex County Clerk's Office
as Registered Map #102A and,
WHEREAS,
the Hardyston Township Council deems it in the public interest
to accept dedication of certain streets or portions of streets
as shown on said map or maps or as the same have been constructedand
are in existence for public use.
NOW
THEREFORE BE IT ORDAINED by the Township Council of the
Township of Hardyston as follows:
Section
1. That the Township of Hardyston does hereby accept the
dedication of the following described streets or paved portions
of streets as presently existing, for public use:
Lake
Stockholm Terrace. Lake Stockholm Terrace from Rock Lodge
Road to the municipal boundary with Jefferson Township.
Glen
Avenue. Glen Avenue from Lake Stockholm Terrace to Maple
Avenue.
Summit
Road. Summit Road from Lake Stockholm Terrace to a point
425 feet from the intersection with Lake Stockholm Terrace.
Hillside
Avenue. Hillside Avenue from Lake Stockholm Terrace to the
municipal boundary with Jefferson Township.
Orchard
Street. Orchard Street from Lakeside Avenue to the municipal
boundary with Jefferson Township.
Northwoods
Trail. Northwoods Trail from Lake Stockholm Terrace to a
point 528 feet from the intersection with Lake Stockholm
Terrace.
Maple
Tree Road. Maple Tree Road from Maplewood Lane to a point
280 feet from the intersection with Maplewood Lane.
Maplewood
Lane. Maplewood Lane from Summit Road to Glen Avenue.
Forest
End Trail. Forest End Trail from Maplewood Lane to a point
210 feet from the intersection with Maplewood Lane.
Section
2. This Ordinance shall take effect after publication and
passage according to law.
Section
3. The Township Clerk shall, upon adoption of this Ordinance,
file a copy thereof, together with a map showing the location
thereof, in the Office of the County Clerk of the County
of Sussex in accordance with the provisions of N.J.S.A.
40:67-2.
A motion
was made by Kievit to approve Ordinance 2001-02 on first
reading, seconded by Ross. All in favor. Motion carried.
ORDINANCES:
2ND READING: ORDINANCE - 2001-01
AN ORDINANCE
TO AMEND THE ESTABLISHED MINIMUM AND MAXIMUM SALARIES FOR
OFFICERS AND EMPLOYEES OF THE TOWNSHIP OF HARDYSTON TO PROVIDE
THE METHOD FOR THE PAYMENT OF ANNUAL SALARY INCREMENTS IN
THE DISCRETION OF THE TOWNSHIP COUNCIL
A motion
was made by Kievit to open the meeting to the public, seconded
by Ross. No public comment. A motion was made by Ross to
approve Ordinance 2001-01 on second reading, seconded by
Kievit. All in favor. Motion carried.
NEW
BUSINESS:
B.
RESOLUTION URGING THE NEW JERSEY DEPARTMENT OF TRANSPORTATION
TO EXPEDITE IMPROVEMENTS TO STATE HIGHWAY 23 AND TO INVESTIGATE
AND CONSTRUCT INTERIM SAFETY IMPROVEMENTS
WHEREAS,
during the 10 year period January 1, 1991 through December
31, 2000 a total of 657 motor vehicle accidents occurred
along State Highway 23 between mile markers 26.6 and 31.6
in the Township of Hardyston; and
WHEREAS,
these motor vehicle accidents resulted in 372 injuries and
4 fatalities; and
WHEREAS,
since January 1, 2001 an additional 32 motor vehicle accidents
have occurred along this same section of State Highway 23;
and
WHEREAS,
the accidents occurring since January 1, 2001 have resulted
in 32 injuries and another fatality; and
WHEREAS,
the New Jersey Department of Transportation has determined
that certain improvements are needed to, and along, State
Highway 23 in the Township of Hardyston; and
WHEREAS,
the New Jersey Department of Transportation has drawn plans
dated February 2000 and revised October 2000 detailing proposed
improvements to State Highway 23 in the Township of Hardyston;
and
WHEREAS,
the New Jersey Department of Transportation staff has estimated
construction of these improvements in approximately three
to five years; and
WHEREAS,
in Resolutions dated July 18, 2000 and December 5, 2000
the Hardyston Township Council has supported these improvements
and urged the NJDOT to expedite their construction; and
WHEREAS,
recent accident patterns along State Highway 23 in Hardyston
Township may indicate the need for the New Jersey Deparment
of Transportation to take additional measures, both interim
and permanent, to improve safety conditions along this roadway.
NOW
THEREFORE BE IT RESOLVED by the Township Council of the
Township of Hardyston once again urges the New Jersey Department
of Transportation to expedite construction of improvements
detailed in plans dated February 2000 and revised in October
2000 and to investigate and implement interim safety measures
along State Highway 23 including but not limited to
1. The
elimination of the passing lane on the southbound side of
State Highway 23 between the Borough of Franklin line and
Beaver Lake Road during winter months until the current
drainage/icing problems are permanently corrected;
2. The separation of north and southbound traffic by repainting
of center traffic lines and the creation of shoulders on
both the north and southbound side of this section of roadway
as part of the seasonal lane realignment noted above.
BE IT
FURTHER RESOLVED that copies of this Resolution be forwarded
to the Commissioner James Weinstein-NJDOT; the Honorable
Robert E. Littell, Senator-24th District; the Honorable
E. Scott Garrett, Assemblyman-24th District; the Honorable
Guy Gregg, Assemblyman-24th District; the Sussex County
Board of Chosen Freeholders and all Sussex County municipalities.

B.
Resolution amending the Hardyston Township Personnel Policy
and Procedures Manual to amend Appendix B entitled "Job
Descriptions".
WHEREAS,
on June 18, 1996 the Hardyston township Council adopted
a Personnel Policies and Procedures Manual; and
WHEREAS,
there exists a need to establish a job description for all
Township Employees.
NOW
THEREFORE BE IT RESOLVED by the Hardyston Township Council
that Appendix B, is hereby amended to add the job description
of "administrative Assistant - Public works",
Assistant to the Recreation Director", and "Deputy
Manager" of which is attached to and made part of this
resolution.

was made by Ross to approve the resolution as presented,
seconded by Kievit. All in favor. Motion carried.
D.
Resolution authorizing grant application to US Golf Association
for recreation programs and the 2001 REAP application.
BE IT
RESOLVED by the Township Council of the Township of Hardyston
that the Township Manager is herevby authorized to apply
for the following:
US Golf
Association Grant to include golf in Hardyston Township's
Recreation Program and REAP - 2001.

Resolution authorizing the Township Manager to execute the

RESOLUTION URGING THE NEW JERSEY LEGISLATIVE APPORTIONMENT
COMMISSION TO RETAIN SUSSEX COUNTY IN ITS ENTIRETY WITHIN
THE 24TH LEGISLATIVE DISTRICT
WHEREAS,
the New Jersey Legislative Apportionment Commission was
established under Article IV, Section III, paragraph I of
the New Jersey State Constitution; and
WHEREAS,
the Commission is responsible for producing an apportionment
plan for the State by February 1 of the year following a
census, or within one month after receipt of the official
census figures; and
WHEREAS,
the County of Sussex, in its entirety, currently lies within
the 24th Legislative Districts; and
WHEREAS,
the citizens of Sussex County share a common bond in their
decision to reside in one of the few remaining rural areas
within the State of New Jersey; and
WHEREAS,
the population of Sussex County is among the smallest in
the State of New Jersey; and
WHEREAS,
it is important for the residents of Sussex County to have
a strong voice in New Jersey's legislative process; and
WHEREAS,
retaining Sussex County, in its entirety, within the 24th
Legislative district will help to insure a strong collective
voice in the legislative process.
NOW
THEREFORE BE IT RESOLVED by the Township Council of the
Township of Hardyston that it hereby urges the New Jersey
Legislative Apportionment Commission to retain Sussex County,
in its entirety, within the 24th Legislative District of
the State of New Jersey; and
BE IT
FURTHER RESOLVED that copies of this Resolution be forwarded
to the New Jersey Legislative Apportionment Commission,
the Honorable Robert E. Littell, the Honorable E. Scott
Garrett, the Honorable Guy Gregg and all Sussex County municipalities.
