MINUTES
OF THE HARDYSTON TOWNSHIP COUNCIL MEETING HELD ON APRIL 17,
2001.
The meeting
was called to order by Mayor Lasinski at 7:00 P.M. with the
opening statement that the meeting had been duly advertised
and met all the requirements of the Sunshine Law. Also present
were: Councilman Kievit, Councilman Ross, Councilman Armstrong,
Councilwoman Hamilton, Manager John Eskilson and Clerk Louanne
Cular.

AGENDA: ALL MATTERS LISTED BELOW ARE CONSIDERED TO BE ROUTINE
IN NATURE AND WILL BE ENACTED BY ONE MOTION. THERE WILL BE
NO SEPARATE DISCUSSION OF THE ITEMS. IF ANY DISCUSSION IS
DESIRED, THAT PARTICULAR ITEM WILL BE REMOVED FROM THE CONSENT
AGENDA AND WILL BE CONSIDERED SEPARATELY.

A motion
was made by Kievit to approve the consent agenda, seconded
by Hamilton. All in favor. Motion carried.
ORDINANCES
Ordinance 2001-05
1st READING:
A motion
was made by Kievit to approve Ordinance 2001-05 on first reading,
seconded by Hamilton. All in favor. Motion carried.
ORDINANCES:
2ND READING: Ordinance 2001-04
An Ordinance to amend Chapter 30 of the Hardyston
Township code entitled "Interlocal Services"
A motion
was made by Kievit to approve Ordinance 2001-04 on second
reading, seconded by Hamilton. All in favor. Motion carried.
A motion was made by Ross to open the meeting for a public
hearing, seconded by Hamilton. All in favor. Motion carried.
A motion was made by Ross to close the meeting to the public,
seconded by Hamilton. All in favor. Motion carried.
NEW BUSINESS:
A.
2001 Municipal Budget Hearing - A motion was made by Ross
to approve the resolution for self examination, seconded by
Kievit. All in favor. Motion carried. A motion was made by
Ross to open the meeting for a public hearing on the budget,
seconded by Hamilton. All in favor. Motion carried. Questions
asked regarding the budget were: Financial status, Municipal
Complex, Historical Society, Road Department and Construction
Department. A motion was made by Ross to approve the 2001
Municipal Budget, seconded by Kievit. All in favor. Motion
carried. A copy of the budget and resolution may be found
at the end of these minutes.
B.
Tax Collectors Resolutions:
A motion
was made by Hamilton to approve the resolutions as presented,
seconded by Armstrong. All in favor. Motion carried.
C.
Soil Removal License - Anton Pilz - A motion was made
by Ross to approve the renewal license with the conditions
in the engineer's letters of March 28, 2001 and April 16,
2001, seconded by Armstrong. All in favor. Motion carried.
D.
Resolution authorizing the Township Manager and the Township
Engineer to prepare bid specifications for Doe Run Emergency
Access for Hardyston Township.
BE IT
RESOLVED by the Township Council of the Township of Hardyston
that the Township Manager and the Township Engineer are hereby
authorized to prepare the following bid specifications:

A motion
was made by Ross to approve the resolution as presented, seconded
by Kievit. All in favor. Motion carried.
E.
RESOLUTION URGING THE UNITED STATES POST OFFICE TO CONSIDER
CREATING A STAMP COMMEMORATING MUNICIPAL CLERKS
WHEREAS,
the United States Post Office is currently considering new
postage stamps for 2003, and
WHEREAS,
the Citizens Stamp Advisory Committee that was established
in 1957 reviews and makes selections for new stamps and recommends
to the Postmaster General and
WHEREAS,
ultimately, the Postmaster General elects the subjects and
designs for all U.S. Postage stamps and postal stationary,
and
WHEREAS,
the International Institute of Municipal Clerks, a professional
associations, has suggested a commemorative stamp honoring
the Municipal clerk's profession be considered, and
WHEREAS,
dating back to biblical times, the Municipal Clerk has represented
the integrity and responsiveness of public service, and
WHEREAS, in modern times, Municipal Clerks are the gateway
to city hall, providing citizens with the information they
need to access local government, and
WHEREAS,
Municipal Clerks help ensure fair elections and lawful public
meetings, provide citizens open access to their public records,
promote civic education, and other numerous duties to keep
our local governments strong and operating efficiently.
NOW THEREFORE
BE IT RESOLVED that the Township of Hardyston, County of Sussex,
State of New jersey, hereby urges the Citizens' Stamp Advisory
Committee to consider the suggestion of honoring the Municipal
Clerk with a commemorative stamp.
BE IT
FURTHER RESOLVED that a copy of this resolution be sent to
the Citizens Stamp Advisory Committee, acting Governor Donald
T. DiFrancesco, legislative representatives of Hardyston Township,
Sussex County Board of Chosen Freeholders and surrounding
municipalities.

Route 15 Improvements
RESOLUTION
SUPPORTING THE INCLUSION OF IMPROVEMENTS TO STATE HIGHWAY
15 IN THE NORTH JERSEY REGIONAL TRANSPORTATION AUTHORITY'S
2025 REGIONAL TRANSPORTATION PLAN
WHEREAS,
the New Jersey Department of Transportation (NJDOT) has requested
that the North Jersey Regional Transportation Authority (NJTPA)
include certain improvements to State Highway 15 within the
NJTPA's 2025 Regional Transportation Plan (RTP); and
WHEREAS,
recommended improvements are found within a study of the Route
15 Corridor completed by the NJDOT in October 1999; and
WHEREAS,
said improvements include bridge replacements and interchange/intersection
improvements in the Morris County section of Route 15; and
WHEREAS
said improvements also include a widening of Route 15 from
the intersection of Route 181 to the intersection of Route
94 along with a proposed bypass of the Lafayette commercial
center; and
WHEREAS,
these improvements are necessary to improve traffic safety
and to address current traffic volume and future traffic volume
from the Morris/Sussex/Pike County, Pa. region; and
WHEREAS,
the proposed improvements are form an important component
of what should be an integrated transportation policy to deal
with traffic congestion and its attendant negative impact
on the environment and the quality of life of area residents;
and
WHEREAS,
NJTPA staff has recommended that the NJDOT proposed improvements
to State Highway 15 be included within the NJTPA's 2025 Regional
Transportation Plan.
NOW THEREFORE
BE IT RESOLVED by the Township Council of the Township of
Hardyston that it supports the improvements to State Highway
15 proposed by the New Jersey Department of Transportation
and endorses the inclusion of these improvements within the
North Jersey Regional Transportation Authority's 2025 Regional
Transportation Plan; and
BE IT
FURTHER RESOLVED that copies of this Resolution be forwarded
to Joel S. Weiner, Executive Director - NJTPA, James Weinstein,
Commissioner - NJDOT, the Honorable Robert E. Littell, the
Honorable E. Scott Garrett, the Honorable Guy Gregg, the Sussex
County Board of Chosen Freeholders, the Morris County Board
of Chosen Freeholders, all Sussex County Municipalities, the
Township of Jefferson, the Township of Rockaway, the Borough
of Wharton, the Town of Dover and the Sussex County Chamber
of Commerce Transportation Integration Effort (T.I.E.).

was made by Ross to approve the resolution as presented, seconded
by Kievit. All in favor. Motion carried.
BILLS
TO BE PAID: A motion was made by Kievit to pay the bills
as presented, seconded by Armstrong. All in favor. Motion
carried. The bill list may be found at the end of these minutes.
PUBLIC
PARTICIPATION: A motion was made and seconded to open
the meeting to the public. All in favor. Motion carried. The
public commented on Mountain Creek, Route 23, Vacant lot and
health issues in Deertrail Lakes.
A motion was made and seconded to close the meeting to the
public. All in favor. Motion carried.
ADJOURN:
A motion was made by Lasinski to adjourn, seconded by Kievit.
